Web design agency or web development agency: which do you actually need?
Hire for the harder half of your project. If the site mainly has to persuade and your marketing team will run it, a design-led agency fits. If it must connect to your product, CRM or ERP, handle logins or meet legal performance and accessibility duties, hire a development-led agency. Most firms do both; judge where their senior people sit.

Key takeaways
Most agencies sell both design and development, so the label tells you where a firm's senior people sit rather than what it can deliver.
The right hire leads on whichever half of your project carries the risk: persuading visitors, or making the site work with other systems.
A site that has to read from or write to your product, CRM or ERP, or let people log in, needs a development-led agency.
Speed and accessibility are decided by designers and developers together, so whichever firm leads has to bring the other discipline in before designs are signed off.
Hiring a designer and a developer separately can work, but you then own the handover between them, which is where budget and timeline usually go.
Ask every agency who on its side checks the designs before sign-off and what they check; the answer shows whether both halves are covered.
You need a new website, or a website that does more than the one you have, and the agencies replying fall into two camps. One leads with portfolios, brand and how the site will feel. The other leads with stacks, integrations and what happens after launch. Most of them say they do both, and the proposals are hard to compare because they describe different projects.
Picking the wrong camp is rarely a disaster on day one. It shows up later, as a beautiful site that cannot talk to your sales system, or a solid build that nobody on your team wants to read. This page helps you work out which kind of agency your project needs. It does not rank firms or explain how to vet one; the rankings it links to name the firms.
Both labels describe where the senior people sit
The US Bureau of Labor Statistics draws the line cleanly. In its occupational profile, digital designers are responsible for the look and usability of a site or interface, and web developers for its technical construction, including performance and capacity. Front-end developers sit in between: they build the technical features behind the site's look.
Agencies are not that tidy. Most firms on our design and development rankings both design and build, so either kind can take your project from brief to launch. What differs is who leads. A design-led agency puts strategists and designers in the first meeting and treats the build as delivery. A development-led agency puts architects and engineers there and treats the design as an input.
So the question in the title is really this: which half of your project is the hard half? Hire the firm whose senior people are strongest there, and check that the other half is genuinely covered.
Four questions that show where the risk sits
Answer these about your own site before you write a brief. Each one tilts the project one way, and together they usually settle it.
What does the site have to do besides publish pages? Forms that land in a CRM are standard work for either kind of firm. A quote request that writes to an ERP, a calculator fed by live pricing, a customer area that reads from your product, or a store with custom logic is engineering, and it is the part of the project most likely to overrun. The more items on that list, the more the project is a development job with a design phase attached.
Does anyone log in? A login means accounts, permissions, data that has to be protected and someone responsible when it breaks. That is development-led work, whatever platform it ends up on.
Who changes the site after launch? If a marketing team edits pages every week through a content management system, the shape of the editing experience matters more than the code underneath, and design-led firms are usually better at it. If your engineers will maintain the site in a repository, a development-led firm will hand it over in a form they can work with.
Why is the current site failing? If visitors do not understand what you sell or do not trust what they see, that is a design problem. If the site is slow, breaks, cannot be changed without a developer, or cannot do something the business now needs, that is a development problem. If nobody can agree what the company does, it is neither yet; our guide to branding or web design starts there.
Speed and accessibility belong to both halves
Two requirements are worth singling out, because buyers usually assign them to one side and they belong to both.
Google's Core Web Vitals set the targets most performance work is measured against: the main content should load within 2.5 seconds, the page should respond to input within 200 milliseconds, and layout shift should stay at 0.1 or less. A developer can tune code toward those numbers, but a homepage designed around a full-screen video and three typefaces has spent the budget before any code is written.
Accessibility splits the same way. Under WCAG 2.2, normal text needs a contrast ratio of at least 4.5:1 and pointer targets should be at least 24 by 24 CSS pixels, which are design decisions. Every form field and control also has to expose its name and role to assistive technology, which is a development decision.
The practical point: whichever kind of firm you hire, someone from the other discipline has to review the designs before they are signed off. Ask who that is.
Where a design-led agency earns its place
Hire design-led when the site's main job is to persuade: explaining a product, earning trust, getting the right visitor to book a call. Its integrations are the ordinary ones, the platform is a standard content management system, and the people running it afterwards are marketers. Here the thinking before the build is where the value lies, and a development-led firm may treat it as a phase to get through.
Check one thing early. Some design studios design and do not build, and hand the build to a partner. That can work, but you own the gap between the two firms. Our guide to web design or Webflow covers that seam, and the platform questions that go with it.
Where a development-led agency earns its place
Hire development-led when the site has to work with things that matter more than its pages: your product, your sales systems, a large estate of content you are migrating, or users who log in. Also when performance or accessibility is a legal or contractual duty rather than a preference, because those are tested in code.
Know which kind of development firm you are talking to. Some take responsibility for the whole build; others sell engineering capacity by the hour and expect you to hold the technical brief. Our web development ranking explains the difference and ranks only the first kind.
And make sure design is genuinely in the room. A development-led firm without strong designers will build exactly what was specified, and the interface will look like a specification.
Route by where you are
The site has to connect to your product or back-office systems. A development-led firm. Start with the best web development agencies, or the US ranking if the contract has to be American.
You sell a considered B2B product and leads feed a CRM or ERP. A firm that has shipped that integration before. The B2B web design agencies ranking names the ones that have.
You sell software and marketing changes the site every week. The web design agencies for SaaS covers firms that do both halves for this buyer.
Patients use the site for forms, portals or booking. A firm that separates what touches patient information from the marketing site. See the healthcare web design agencies.
The site mainly has to explain and persuade. A design-led firm. Start with the best web design agencies, or the US ranking.
The thing people use every day is your software, not your website. That is product design, a different practice. See the best product design agencies.
You are working out the budget. Our guide to what a web design agency costs covers how quotes are built and what moves them.
The question that catches both mistakes
The two expensive mistakes mirror each other. A design-led firm hired for a project that is half engineering produces designs that cost twice as much to build as anyone expected, or never fully work. A development-led firm hired for a site whose job is to persuade produces something that runs well and says nothing.
One question on the first call catches both: who on your side checks the designs before we sign them off, and what are they checking for? A design-led firm should name an engineer and talk about integrations, speed and accessibility. A development-led firm should name a designer and talk about the people using the site. A firm that cannot name the other discipline has told you which half you would be managing yourself.
Frequently asked questions
Do most agencies do both web design and web development?
Yes. Most agencies that build websites sell both, and most firms on our design and development rankings design and build. The labels describe where a firm's senior people sit and which half it leads with, not whether it can deliver the other half. The useful check is who covers the half a firm does not lead with, and how senior they are.
Is a web developer more expensive than a web designer?
Not by default. US Bureau of Labor Statistics data for May 2025 puts the median annual wage for web and digital interface designers at $104,000 and for web developers at $92,650, so neither discipline is the cheap half. What moves an agency quote is scope: integrations, migration, custom functionality and the amount of thinking bought before design starts.
Do I need a developer if my site is built on a website builder or a standard CMS?
Often not for the pages. A marketing site on a mainstream content management system or website builder can be designed and built by a design-led agency without custom engineering. You need development skills when the site has to do more than publish: connect to a CRM or ERP beyond standard forms, let customers log in, run custom store logic or read data from your product.
Who is responsible for website speed and accessibility, the designer or the developer?
Both. Design decides how heavy a page is and whether text contrast, target sizes and layouts work for people with disabilities. Development decides how efficiently that page loads and whether forms and controls work with assistive technology. Whichever kind of agency leads, ask it to name who from the other discipline reviews the designs before they are signed off.
Should I hire a web designer and a web developer separately?
It can work, especially if you already have engineers who will build what a design studio draws. The risk is the handover. When two firms split the work, you own the gap between them, and that gap is where estimates slip and decisions get reopened. If you do split it, have the developers review the designs before sign-off, not after.
What does front-end development mean, and is it design or development?
Front-end development is the code that produces what visitors see and interact with in the browser: layout, typography, animation, forms and responsiveness. It is development work, but it sits closest to design, and it is where many design-led agencies keep their in-house engineers. Back-end development covers the servers, data and integrations behind the page.
We already have engineers. Do we still need an agency?
Possibly only half of one. If your engineers can build and maintain the site, a design-led agency or studio can supply the strategy and design while your team owns the code. If your engineers are busy with the product, a development firm can add capacity or take the build off their hands. Decide which half your own team will own before you brief anyone.
